GENERAL DETAILS: Public Health Director is a professional and administrative position involving responsibility for initiating and managing a local public health program and has the general powers and duties specified in Section 352 of the Public Health Law. An incumbent is responsible for maintaining a high standard of public health services, in accordance with the general policies and objectives of the Board of Health and with applicable State and local health laws and ordinances. The Public Health Director is responsible for protecting the health and safety of the county’s residents. The Public Health Director works full-time in this capacity, without any other job responsibilities and must be a United States citizen. The Director leads agencies on the front lines of public health to prevent epidemics and the spread of disease, to protect against environmental hazards, to prevent injuries, to promote healthy lifestyles, to help communities respond to disasters, and to work with community partners to assure access to high quality health care services. General supervision is exercised over the environmental sanitation, medical and public and/or community health nursing services. The Public Health Director reports directly to the County Executive.

EXPERIENCE NEEDED: A Master's Degree in public health or a related field* from a regionally accredited or New York State-registered college or university that demonstrates the core competencies of a public health education (Biostatistics, Environmental Health Sciences, Epidemiology, Health Policy and Management, and Social and Behavior Sciences); AND three (3) years of public health administrative experience in a health related organization or government agency that demonstrates that the candidate possesses the knowledge and skills necessary to administer public health programs, including workforce and budget management, effective communication, effective establishment and implementation of policy or business goals, and compliance with legal requirements.

* Related fields include public health nursing , health administration, community health education or environmental health.

NOTES: 1. All appointments to the position of Public Health Director and the appointment and arrangements for the Medical Consultant are subject to the approval of the New York State Commissioner of Health.
2. Candidates who do not meet the education or experience requirements of this section may be conditionally approved for appointment of two years by the State Commissioner of Health with an opportunity for two additional one year conditional renewals. Final approval of these candidates shall be contingent on satisfactory progress in meeting a public health education or experience plan developed in conjunction with and approved by the State Commissioner of Health.

DUTIES:(The duties described reflect the full performance level of this position)
This Associate Peace Corps Director (APCD) position is located in the Peace Corps country office in Panama. The purpose of this position is to translate host country assistance requests into viable, effective projects; to coordinate those projects; to provide technical and personal support to assigned Peace Corps Volunteers (PCVs); and to ensure the maintenance of a quality Peace Corps program overall. The APCD will manage between 20 to 40 PCVs performing work in the areas of environmental health and water sanitation.

The APCD's most important work is to provide technical assistance, leadership, and encouragement to the Volunteers and counterpart organizations. The end goal of any Peace Corps project is to help develop and sustain programs that promote positive outcomes and build the expertise of the local community organizations, leaders, and individuals within their communities. Volunteers that the APCD supports can work in either urban or rural locations.

Successful candidates will have a professional mastery of the Spanish language as this position interacts with government officials, community leaders, and NGO/ community development organization managers in a professional arena. Due to the locations of the Volunteers the employee may expect up to 60% travel by multiple modes of transportation in demanding conditions.
Plans, schedules, and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program or project operations. The employee has the authority for continuously reviewing voluntary service operations. Applies sound management practices to ensure the accomplishment of objectives. Conducts intensive reviews and appraisals of the program so as to explore new volunteer assignment and/or donation opportunities. Provides advice and guidance, including interpretations, opinions, or decisions, regarding programs or policies. Consultations involve assessment of program or policy conditions, phenomena, or anomalies.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the FP-05 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Program Description:

The Student Conservation Association (SCA), in conjunction with the National Parks Service, is offering a 3-6 month assignment at one of the National Parks working on a risk management project to support park injury prevention efforts and enhance visitor experience. The position required attendance at an intensive, highly specialized, week-long training in June covering topics such as injury epidemiology, task planning, data collection, and wilderness first aid. This opportunity offers a weekly living allowance, housing, training, and transportation to and from the park. All participants are eligible for an AmeriCorps education award upon completion of their service. The position satisfies graduate practicum requirements and may be receive credit

Background:
Visions in Action is an international NGO based in Washington DC, working in relief and development in Uganda, Tanzania, South Africa and Liberia in the areas of education, HIV/AIDS and food security. During the past 20 years over 700 volunteers and staff have served for periods of 6-12 months in the areas of food security, education, human rights, communications, public health, microenterprise, social work and community development.
VIA is currently implementing a three-year PEPFAR project in Northern Uganda with the goal of decreasing HIV/AIDS rates among war-affected youth. Beginning in late 2009, VIA-Uganda will launch a USAID-funded water, sanitation, and hygiene project based in Karamoja.
 

Responsibilities:
• Assist Watsan Program Manager with all aspects of construction of micro-dams, boreholes, water storage tanks, and EcoSan latrines
• Coordinate aspects of training community, including a sensitization campaign on sanitation and hygiene, proper conservation, and maintenance of all the facilities.
• Liaise with local stakeholders and coordinate relationships with local NGO partners, local authorities, and contractors.
• Travel frequently to Moroto, Nakapiripirit and other districts
• Complete frequent financial and programmatic reports to Uganda Country Director and VIA Director.
• Ensure that project implementation complies with donor standards
• Assist Program Manager in ensuring logistics and procurement processes are monitored closely, including creating and implementing logistics plan and tracking system

Qualifications:
• University degree in public health, engineering or relevant field required; Masters degree preferred.
• At least 2 years experience in a water/sanitation projects; international context highly preferred
• Familiarity with program management including budgeting, financial reporting, procurement, and logistics highly preferred.
• Willing to live and work in a remote insecure environment
• Willing to work independently and simultaneously function as part of a team
• Experience managing local and international staff with diplomacy and tact.
 

Terms and Conditions:

CSTE, in collaboration with the CDC, has established a fellowship
program to train recent graduates in the field of applied epidemiology.
Fellows are carefully matched to a state health department for a 2 year
fellowship position. The fellowship provides rigorous training in
applied epidemiology under the training of experienced mentors. Fellows
are matched to a host site based on program area of interest.  Program
areas include infectious disease, maternal and child health,
environmental health, chronic disease, injury, substance abuse, and
occupational health. 
 
The CDC/CSTE Fellowship is designed for recent master or doctoral level
graduates in epidemiology or a related field who are interested in the
practice of public health at the state or local level. While the program
provides rigorous training for its participants, it is also designed
with flexibility in order to meet the particular interests of the
Fellow. Fellows are carefully matched to host agencies based on the
career interests of the Fellow and available opportunities of the host
agency. Program participants will develop a comprehensive set of core
skills through competency-based training.

Each Applied Epidemiology Fellow is assigned to a designated host health
agency and two highly trained and experienced mentors (primary and
secondary mentors). Host health agencies are CDC and CSTE approved, with
demonstrated capacity to provide an Applied Epidemiology Fellow with
technical training, research opportunities, and practical experience in
the application of epidemiologic methods.

Closely designed after the Epidemic Intelligence Service (EIS) program
and using a mentorship model, The CDC/CSTE Applied Epidemiology
Fellowship offers a unique opportunity for graduates to acquire and
develop epidemiologic skills during a high quality, on-the job-training
program in public health practice. Fellows work closely with highly
trained and experienced epidemiologists at the state and local level, as
well as those working at the federal level with the CDC. All Fellowship
graduates have secured permanent positions and most are furthering their
careers in epidemiology at the state or local level.

The Health Scientist / Epidemiologist will identify and analyze public health issues and their impact on
public policies and conduct scientific studies and surveys related to complex humanitarian emergencies.
The position includes overseeing and executing technical public health programs related to one or more
of the following subjects: nutrition, food security, epidemiologic studies, mental health, reproductive
health, and water and sanitation in humanitarian emergency settings.
In their subject matter(s), the employee will develop and execute emergency response activities,
operational research projects, capacity building programs, and data driven public health policy projects
in Africa, Asia and Latin America in coordination with international humanitarian and United Nations
organizations.

Position: The successful applicants will join a growing graduate program and faculty in Environmental Health Sciences. Current areas of faculty research in the program include human exposure assessment, dose-response modeling, hormesis, health effects and assessment/remediation of chemical contamination in soils and sediments, and the health effects of bioaerosol exposures.
Principal responsibilities will include developing and teaching graduate and/or undergraduate courses in environmental health sciences, advising graduate students enrolled in MS, MPH and PhD programs, University service, and scholarly research. Candidates will be expected to develop their own areas of research specialization to complement the existing program, obtain competitive research funding, and engage in collaborative research with faculty from the Department of Public Health, the School of Public Health and Health Sciences, other departments on campus, the University’s Medical School, and Baystate Medical Center.

The Senior Epidemiologist in the Occupational Health Surveillance Program is
responsible for oversight of analysis of surveillance data and
epidemiological research on work-related injuries and illnesses in
Massachusetts. Specifically, she/he will be responsible for epidemiological
investigations into occupational risk factors for injuries and chronic
diseases using a wide variety of state data bases including, for example,
hospitalization and emergency department data, workers’ compensation records, the Behavioral Risk Factor Surveillance System and cancer incidence

of surveillance research studies evaluating alternative sources of data for
occupational health surveillance; developing new approaches to assessing
occupational health disparities; and monitoring state occupational health
indicators. She/he will supervise staff and contracted epidemiologists and
research assistants; provide technical assistance and mentoring to program staff regarding survey and study design, sampling and variance estimation, selection of appropriate analytic method, and interpretation of study findings; prepare reports of surveillance and
research findings for departmental and professional publications; and advise the overall program on use of data to identify intervention priorities to reduce occupational health risks in the Commonwealth.
 
The incumbent will represent OHSP on various intra- and interdepartmental and national working groups. He/she will also assist the Director of OHSP in overall program planning and direction and in grant writing and management, and will carry out other duties as required. Required qualifications include five years of professional/technical experience in a related field; relevant higher education may substitute.
 
Preference will be given to applicants with the following experience:
• Use of epidemiological methods for occupational and/or environmental
  health research.
• Familiarity with the various standard coding schemes and methods for
 categorizing exposure and populations at risk used in occupational health
  research.
• Use of multivariate statistics such as logistic regression and path
  analysis.
• Experience managing research or surveillance projects.
• Experience in providing technical assistance to others on

The U.S. Food and Drug Administration’s (FDA) Center for Food Safety and Applied Nutrition (CFSAN) has an immediate opening for a 2-year research fellowship position in its Office of Food Defense, Communication and Emergency Response.
 

CFSAN is the part of FDA responsible for regulating most foods, cosmetics, and dietary supplements. Each year there are numerous foodborne illness outbreaks and other emergency events associated with products CFSAN regulates. When such events occur CFSAN provides scientific, policy, and regulatory guidance on steps to be taken to protect the public health and the Office of Food Defense, Communication and Emergency Response plays a central role in coordinating the Center’s response. In responding emergency incidents, information is received electronically from a variety of sources. A critical aspect of managing the Center’s emergency response is to track and organize the most pertinent, up-to-date information and data in a manner that risk managers can readily analyze it and use it to shape public health decisions.
 

The research fellow will serve as part of the Emergency Coordination and Response Team and will be responsible for extracting, organizing, and reporting information that is of critical importance in responding to foodborne illness emergencies. This includes assisting in the development of a systematic information management and information presentation mechanism for the data. The mechanism will be utilized during emergency situations and to provide data for analysis at later dates.
 

Primary Responsibilities:

  • Extract and organize information from various sources and forms of information (i.e. e-mail, spreadsheets, etc.) related to foodborne illness outbreaks and food contamination events involving FDA/CFSAN regulated products and intentional acts of contamination.
  • Prepare reports of emergencies for CFSAN staff and management
  • Assist in the development of systems to manage information and organize key data in such a way as to facilitate risk management decision-making during emergency response
  • Coordinate CFSAN’s analytical, enforcement, communication, and recall information collection with FDA’s Office of Crisis Management, FDA’s Office of Regulatory Affairs, and the Centers for Disease Control and Prevention
  • Provide technological assistance in reviewing and maintaining an electronic filing and storage system for the Emergency Coordination and Response Team.
  • Communicate and coordinate with various scientific, information technology, and policy officials
  • Work the late first shift overlapping into a second shift (12:30 p.m. to 9 p.m.). Hours may be flexible depending on type of emergency, outbreak, or recall).
  • Minimal travel may be required.

Qualifications:

  • Knowledge of principles and applications of information technology and project management.
  • Knowledge of food safety with a sufficient understanding of epidemiology, microbiology, and environmental investigations to allow the incumbent to interpret results with respect to FDA involvement and response is highly desirable but not required.
  • Successful practical experience working on and with multi-disciplinary teams
  • Excellent skills for preparing electronic and written documents and oral communication
  • Masters degree in information technology, information management, informatics, or public health; OR a bachelors degree in one of the health or life sciences with strong experience in information management

 

Salary:
