Duties
Under the direction of the ASPR HPP Coordinator, the Project Manager will perform project management functions and ensure that benchmarks for hospital preparedness are met and completed in accordance with federal grant guidelines and mandates.

? Work with individual institutions and healthcare system planning committees to assure that Chicago attains all the ASPR benchmarks for preparedness including development of interoperable communications plans, medical surge plans, alternative care site plans, fatality management plans, etc.

? Assist in the provision of oversight of the Chicago Coalition/partnership for Healthcare System Planning and Response; assuring scope of service progress as contracted between CDPH grant funding and the hospitals/delegate agencies responsible for meeting grant objectives/deliverables

? Assure that healthcare institutions are prepared to manage emergencies and disasters including natural disasters (flood, tornadoes, power outage etc.), unintentional disasters (chemical spill, pandemic flu) as well as intentional disasters (release of a biological weapon of mass destruction).

? Manages the administrative functions of an approximately 4 million dollar ASPR grant and tracks the grant deliverables and assures that the hospitals and CDPH are in compliance with the grant requirements.

? Participate in all committee and advisory planning committee meetings and activities.

? Assist in the development and analysis of the preparedness program's needs assessment tool for hospitals and determine system grant funding based in part upon these assessments.

? Work with CDC grant funded leadership staff in meeting "cross-cutting" preparedness goals and objectives between the multiple grand funded goals.

? Performs emergency response and other related duties as assigned.

Requirements
Bachelor's degree in Public Health, Nursing, Healthcare Administration, or a related field, supplemented by at least five years of progressively responsible project management experience in hospital/healthcare emergency preparedness/ emergency management or disaster planning.

NOTE: Must have experience and knowledge in bioterrorism and emergency preparedness & response planning.

Knowledge, Skills and Ability

Knowledge of public health and/or hospital emergency preparedness, specifically the four functional emergency management areas (e.g: preparedness, mitigation, response and recovery) as it relates to public health and safety, mass care & sheltering, evacuation and special needs populations.

Knowledge and experience with federal directives relative to public health, emergency management and homeland security (e.g., the National Incident Management System [NIMS], the National Response Framework [NRF], the National Disaster Medical System, and the Homeland Security Exercise and Evaluation Program [HSEEP], etc.

Ability to manage federal and state grant programs pertaining to requirements, contractual arrangements and procedures (e.g., writing and submission of grant proposals, monitoring/oversight of grant expenditures, preparing of required status reports to grantors, data collection and analysis associated with status report development for grantors).

Ability to manage, coordinate and provide oversight of special projects and inter-department and inter-agency programs and initiatives.

Skills in the development and implementation of plans in the areas of chemical, biological, radiological, nuclear, explosive (CBRNE) incidents, pandemics, large-scale infectious disease outbreaks, mass casualty and mass fatality emergencies, decontamination, emergency medical care services (pre-hospital or hospital), quarantine and isolation, mass prophylaxis and mental health assistance.

Skills in the development of hospital safety, risk and/or emergency preparedness plans.

Arlington County, VA seeks a proactive and dynamic individual to serve
as the Emergency Preparedness and Response Planner for the Arlington
County Department of Human Services/Public Health Division. This
individual is responsible for the development, implementation and
evaluation of a comprehensive public health emergency response plan that
integrates with the County's Emergency Response Program and with the
Virginia Department of Health's plans for emergency response and is
coordinated with regional planning efforts.

Duties include:
* Coordinate bioterrorism preparedness activities;
* Develop plans for responding to acts of bioterrorism, infectious
 disease outbreaks, & other emergencies  that result in public health
 consequences and threats;
* Ensure that adequate plans for receiving, managing, and distributing
   the Strategic National Stockpile are developed and maintained;
* Assure development and maintenance of local emergency communications
   plans with clear, consistent public health messages;
* Provide information and education about bioterrorism and all hazards
   plans to targeted groups in district, including health department
   personnel, first responders, medical community, local government, and
   local hospitals;
* Ensure that a local All Hazards Emergency Operations Plan is developed
   and maintained;
* Conduct training of health department staff, officials and community
   partners, as identified in emergency plans, to enable them to respond
   effectively to a public emergency;
* Provide training and exercise opportunities for public health staff to
  build knowledge skills and abilities; and,
* Participate in strategic planning activities in the County.

This position serves as the liaison to the regional Public Health
Emergency Preparedness team and the National Capital Region
Bio-emergency planners group.

Qualification Requirements:

Minimum: Bachelor's degree in Public Health, Emergency Management or
closely related field, with at least 24 semester hours (or 36 quarter
hours) of coursework in the physical or biological sciences PLUS
substantial experience in emergency planning or public health which
included at least one year in project and program management.

Substitution: Additional qualifying experience may be substituted for
the education requirement on a year-for-year basis.  Additional related
education beyond the Bachelor's degree may be substituted for some of
the experience.

Desirable: Preference may be given to candidates with one or more of the
following:
a) Master's degree in a closely related field;
b) experience in emergency and/or public health-related planning, policy
   development and implementation;
c) experience in emergency and/or public health-related program
   evaluation;
d) experience in achieving results through coalition building
  particularly with the department staff, county agencies, elected and
   appointed officials, citizens, civic and community groups, uniformed
   public safety officials;
e) experience in providing clear, consistent public health
   communications;
f)  experience and skill in data manipulation and analysis;
g) experience working within the community environment with emergency
   preparedness and response resources methods; and/or
h) completion of National Incident Management (NIMS) Incident Command
System (ICS) training.

The Global Disease Detection (GDD) Program is CDC's principal and most
comprehensive program for developing and strengthening global capacity
to rapidly detect, accurately identify, and promptly contain emerging
infectious disease and bioterrorist threats that occur internationally.
A central focus of GDD is the establishment and expansion of GDD
Regional Centers, particularly in resource-constrained locations. CDC
operates GDD Centers in Thailand, Kenya, Guatemala, China, Egypt, and
Kazakhstan. A new Center is being established in India. Centers
collectively build global economies of scale to combat today's complex
emerging infectious disease threats by leveraging and connecting assets.
 
 
 
The primary focus of these positions is to provide management and
programmatic support and leadership for CDC Global Disease Detection
Program activities in GDD Regional Centers. The persons selected are
assigned to a GDD Regional Center and serve as a principal advisor to
the in-country GDD Coordinator and GDD Program Directors on a variety of
issues that affect multi-functional program activities in the host
country.
 
 
 
Initial placements will be made at GDD Centers in Guatemala, Kenya, and
Thailand. Placements at other GDD Centers may be made in the future.

1. Work with the GDD Coordinator and GDD Country Program Directors, as
well as GDD staff in Atlanta and in the country office, and partners to

collaboration with GDD in-country staff.

execution. Know pertinent CDC policies, procedures, and regulations,

Senior Analyst – Strategic National Stockpile (SNS)

The National Association of County and City Health Officials (NACCHO), a national organization representing approximately 3,000 local public health departments (LHDs) nationwide, has an immediate opening for a full-time (37.5 hours/week) Senior Analyst for the Strategic National Stockpile project on NACCHO’s Public Health Preparedness Team. GENERAL RESPONSIBILITIES

The SNS Senior Analyst reports to the Program Manager Senior Advisor for Public Health Preparedness, is a member of the Preparedness work team, and contributes to the advancement of local public health practice and disaster preparedness by conducting a variety of programmatic activities in support of the CDC’s Strategic National Stockpile (SNS) program. • Develop and Disseminate guidance documents, training materials, research briefs, and public health tools and resources to LHDs and their partners.
• Provide technical assistance to local health professionals and other stakeholders working with state/federal partners to implement SNS and or Cities’ Readiness Initiative (CRI)-related activities.
• Monitor and track relevant activities related to the implementation and management of SNS or CRI-related activities conducted by LHDs across the country.
• Represent NACCHO at external meetings, accurately and adequately supporting the association’s positions in various settings.
• Prepare presentations/abstracts and presents at conferences, workshops and training sessions in support of the SNS Project.
• Work collaboratively with other associations to support technical assistance activities.
• Work collaboratively with fellow staff to develop and maintain the portion of the NACCHO website relevant to preparedness programs.

Research and Writing
• Evaluate the program to further improve it, and ensure that the SNS project is meeting the needs of LHDs.
• Research bioterrorism preparedness-related activities at LHDs across the country, and identify needs that can be addressed through the SNS project.
• Develop, assemble and distribute project-related reports, articles and educational materials/tools in collaboration with advisory committee members, other staff, task forces, and other project or program partners.
• Communicate with local/state public health agency staff via e-mail, listserve, blast fax, etc. regarding meetings, funding, conferences, training opportunities and other timely information related to bioterrorism preparedness.
• Coordinate and prepare written summaries of project meetings.
• Assist in the preparation of proposals, periodic reports to funders and other documents.
Project Planning and Coordination
• Work with Program Manager to participate in long-term project planning, including identifying future activities and additional funding to support the SNS project.
• Serve as lead staff liaison to project participants, advisory committee members, collaborative organizations and funding agencies, as necessary.
• Coordinate activities with NACCHO’s Public Health Preparedness Program Managers and other NACCHO staff.
• Perform other duties as assigned.
• Travel required (approximately 8-10 trips/year)

EMPLOYMENT STANDARDS

Education/Experience: Master’s degree in Public Health or related field and three years of experience in a public health setting, or Bachelor’s degree with five years of such experience, is required. Specialization in bioterrorism and/or emergency preparedness strongly preferred. Special consideration will be given to candidates who have worked in a local or state health department. Also, prior experience in an association environment is preferable.

Position Overview
The Metropolitan Washington Council of Governments (COG) has an opening for a Health Planner III to provide professional research, analysis, and policy and program support for COG’s regional health program, including public health, behavioral/mental health, and substance abuse prevention and treatment, and emergency preparedness.
 
Performs mid-level professional health policy and emergency preparedness activities within a wide range of assignments or participates in specific interdepartmental projects; does related work as required. The employee in this class performs professional activities which are required to accomplish the objectives and project assignments of the department. Responsible for studies involving the knowledge of the principles and practices of health planning, public administration or related field and intergovernmental coordination and a demonstrated understanding of the physical, social, environmental and economic concepts underlying health planning. An employee in this class may serve as a technical coordinator of project(s) or program(s) involving several committees or COG departments. The work is performed under the general supervision of a Chief, and in accordance with procedures and policies established by the Director of the department.
 
The employee in this class provides program support for COG’s regional health and emergency preparedness programs and may serve as a technical coordinator/project manager of project(s) that may involve several COG departments and outside agencies. Work is performed independently with limited technical supervision. May supervise assigned project staff.
 
Position Responsibilities
Assist senior staff in administering COG’s health work program, including professional staff support for health-related committees, policy initiatives, and program tasks. The Health Planner III will also be responsible for assisting senior COG staff and committee representatives in advancing health-related policy and technical issues associated with COG’s regional emergency coordination plan and the bio-terrorism response planning.
 
Duties include research, collection, analysis, and publication of public health data; preparation of committee meeting materials attendance at selected meetings, preparation of meeting minutes/highlights, and initiation of follow-up actions to committee decisions, attend public health conferences, seminars, and training activities; and staff support to the emergency planning for Health and Medical, Mass Care, Housing and Human Services, related technical committees, and various ad hoc committees, as needs arises, e.g. environmental, traffic safety, drinking water, etc.; preparations of a wide range of written materials, from grant writing to concept of  operations plans to annual reports on public health activities. The employee must possess communications skills needed to work well with individuals one-on-one, and to address a range of audiences from small sub-committees to sophisticated oral presentations of reports and programs to the Board of Directors and other regional organizations; be proficient in computer technology in order to display and analyze data, use electronic media, produce presentable reports for publishing and/or visual aids for presentations to high level audiences; display financial skills in budgeting and accounting for projects under the employee’s control; be proficient in outreach and coalition building; exhibit an ability to lead group discussions and to develop consensus positions: possess traits of dependability, teamwork and integrity; and possess an ability to manage several projects simultaneously.

Required Education and Experience
Applicants for Planner III must have a Master’s degree in public health, public administration/management, social work (administrative) or related academic field and three years professional work experience in one or more of the above-referenced areas desired. Other combinations of experience/education will be considered. Strong writing and communication skills are required. Must be detail-oriented and have good organizational skills. Ideal applicant will have experience and knowledge of working with minority, minority language, and/or special needs populations. Demonstrated experience using the following software applications: word processing, spreadsheet, publishing, and graphic/presentation. Must have the ability to exercise discretion and good judgment and to use common sense approach to deal with problems effectively.

The U.S. Food and Drug Administration’s (FDA) Center for Food Safety and Applied Nutrition (CFSAN) has an immediate opening for a 2-year research fellowship position in its Office of Food Defense, Communication and Emergency Response.
 

CFSAN is the part of FDA responsible for regulating most foods, cosmetics, and dietary supplements. Each year there are numerous foodborne illness outbreaks and other emergency events associated with products CFSAN regulates. When such events occur CFSAN provides scientific, policy, and regulatory guidance on steps to be taken to protect the public health and the Office of Food Defense, Communication and Emergency Response plays a central role in coordinating the Center’s response. In responding emergency incidents, information is received electronically from a variety of sources. A critical aspect of managing the Center’s emergency response is to track and organize the most pertinent, up-to-date information and data in a manner that risk managers can readily analyze it and use it to shape public health decisions.
 

The research fellow will serve as part of the Emergency Coordination and Response Team and will be responsible for extracting, organizing, and reporting information that is of critical importance in responding to foodborne illness emergencies. This includes assisting in the development of a systematic information management and information presentation mechanism for the data. The mechanism will be utilized during emergency situations and to provide data for analysis at later dates.
 

Primary Responsibilities:

  • Extract and organize information from various sources and forms of information (i.e. e-mail, spreadsheets, etc.) related to foodborne illness outbreaks and food contamination events involving FDA/CFSAN regulated products and intentional acts of contamination.
  • Prepare reports of emergencies for CFSAN staff and management
  • Assist in the development of systems to manage information and organize key data in such a way as to facilitate risk management decision-making during emergency response
  • Coordinate CFSAN’s analytical, enforcement, communication, and recall information collection with FDA’s Office of Crisis Management, FDA’s Office of Regulatory Affairs, and the Centers for Disease Control and Prevention
  • Provide technological assistance in reviewing and maintaining an electronic filing and storage system for the Emergency Coordination and Response Team.
  • Communicate and coordinate with various scientific, information technology, and policy officials
  • Work the late first shift overlapping into a second shift (12:30 p.m. to 9 p.m.). Hours may be flexible depending on type of emergency, outbreak, or recall).
  • Minimal travel may be required.

Qualifications:

  • Knowledge of principles and applications of information technology and project management.
  • Knowledge of food safety with a sufficient understanding of epidemiology, microbiology, and environmental investigations to allow the incumbent to interpret results with respect to FDA involvement and response is highly desirable but not required.
  • Successful practical experience working on and with multi-disciplinary teams
  • Excellent skills for preparing electronic and written documents and oral communication
  • Masters degree in information technology, information management, informatics, or public health; OR a bachelors degree in one of the health or life sciences with strong experience in information management

 

Salary:


The stipend is $7,243.92 per month the first year and $7,461.23 per month the second year. Some funding is available for relocation and travel expenses.
