Duties
Brief Description of Duties: This position is in the HIV/AIDS
Administration, Bureau of Surveillance and Epidemiology. Incumbent
serves as the Program Manager for the Surveillance and Epidemiology
Division, and is responsible for planning, organizing, and overseeing
the Division's activities, including core, incidence, and behavioral
surveillance and special research projects. Incumbent supervises
epidemiologists, statisticians, and public health advisors whose duties
include research design; data collection; data management and analysis;
preparation of epidemiologic reports, including the Integrated HIV/AIDS
Prevention, Care, and Surveillance Epidemiologic profile; epidemiologic
capacity building; and responding to data requests. Ensures that all
activities are conducted in accordance with established guidelines and
quality control measures. Applies statistical theory and methods,
including statistical software and computer programs, to solve specific
problems. Works collaboratively with bureau staff responsible for field
investigation, data management, and monitoring and evaluation to ensure
a robust surveillance system; to plan and implement epidemiologic
studies; and to disseminate data. Assists other bureaus and offices
within the Department of Health, and participates in meetings with
providers, community planning bodies, District and Federal agencies, and
other stakeholders as needed to address the surveillance and
epidemiology of HIV/AIDS and related conditions. Prepares project
proposals, reports, and scientific papers based upon original research
or evaluation. Presents findings internally and to community planning
bodies; and at local, national, and international public health
conferences.

Qualifications
Selective Placement Factor #1: Professional knowledge of the database
management software used in public health programs, including
proficiency in Microsoft Access and Excel. Incumbent must be
SAS-certified.

Specialized Experience: Experience that equipped the applicant with
the particular knowledge, skills, and abilities to perform successfully
the duties of the position, and that is typically in or related to the
work of the position to be filled. To be creditable, at least one (1)
year of specialized experience must have been equivalent to at least the
next lower grade level in the normal line of progression for the
occupation in the organization.

Substitution of Education: A substitution of education for required
experience will be allowed as defined in OPM's Qualification Standards.
However, in order to receive credit, applicants must submit official
proof of educational attainment at the time of application.

multivariates, sampling, analysis of variance and estimating magnitudes
in order to solve specific surveillance and epidemiologic problems.

Conditions of Employment
Other Significant Factors (At-Will): At-will employment applies to the
Management Supervisory Service (MSS). All positions and appointments in
the MSS serve at the pleasure of the appointing authority and may be
terminated at any time with or without cause.

Employee Benefits: This is a Management Supervisory Service
appointment. Selectee will be eligible for health and life insurance,
annual (vacation) and sick leave and will be covered under the District
of Columbia government's retirement plan. However, if selectee was
previously employed in the District of Columbia government under an
appointment for which he/she was eligible for Civil Service Retirement
(CSR), contributions to CSR will resume upon re-employment.

Residency Requirement
A person applying for a position in the Career Service, Educational
Service, Management Supervisory Service, an attorney position in the
Legal Service (series 905) other than in the Senior Executive Attorney
Service (SEAS), or an attorney position in the Excepted Service (series
905) who is a bona fide District resident AT THE TIME OF APPLICATION for

The Duke Human Vaccine Institute (DHVI) and the Center for HIV-AIDS Vaccine Immunology (CHAVI) has established a place of national and international leadership in the fight against major infectious diseases including the development of HIV, TB, and other vaccines.  The DHVI and CHAVI have an immediate opening for a Biostatistician II.

The Biostatistician II will assist the Director of Biostatistics in the management of the DHVI/CHAVI research data through the development, organization, and management of statistical analysis plans utilizing SAS and/or R.  In addition, the successful candidate will evaluate the effectiveness of the programs and datasets in achieving the needs of the researcher and make appropriate modifications.   The Biostatistician II will also be responsible for developing and presenting research at meetings/conferences and aiding in the preparation of journal manuscripts / grant applications for peer review.

Candidates must possess a Bachelor’s degree in Biostatistics (or related field) and two years of related experience.  SAS programming experience and good written and oral communication skills are required.  
A Master’s degree in Biostatistics (or related field) is preferred and may be substituted for the two years of experience.  Experience with R or WinBugs is a plus.

Overview:
Client will have data being submitted from critical care clinical investigation networks. The proposed contractor will be a project manager to perform analyses, integrate the data with other data sources to perform additional analyses and prepare reports of aggregate data for HHS use as well as for front-line clinicians. The proposed contractor will serve as a technical expert in clinical investigation methodology, multi-center studies and biostatistical methods for the Emergency Care Coordination Center. Responsibilities:
The Contractor will be responsible for proposing a reporting format and mechanism to disseminate information regarding H1N1 critical illness to client personnel and state and local public health agency partners as well as front-line clinicians. Dealing with Time-sensitive and secondary analyses of H1N1 critical illness clinical data as needed.
Creating periodic reports of H1N1 critical illness aggregate patient data
Also, as other sources of data become possible, the contractor will participate in senior-level protocol development sessions. The Contractor will be responsible for protocol drafts, case report form drafts, sample size calculations and analyses plans as warranted.
Must have: more than 5 years experience as PI or senior role in multi-center clinical studies. Preference given to > 10 years of experience epidemiology/biostatistics Capability to conceptualize and perform sophisticated biostatistical analyses of clinical database. To include multivariable analyses such as Cox proportional hazards and logistic regression. Position requires competency with survival analyses. Strong project management skills required. Effective written and oral communication skills for interaction with all levels of individuals. The Institute for Health Metrics and Evaluation is seeking a Post-Graduate Fellowship in Seattle.  The Post-Graduate Fellowship is an intensive training program that provides opportunities both for self-directed research and interdisciplinary collaboration in health metrics. Strong candidates for this program have graduate-level training in quantitative methodology from one of the following areas: health policy, economics, mathematics, computer science, statistics, biostatistics, epidemiology, health services, demography, engineering, physics, medical sciences, or other related fields.  The Post-Graduate Fellowship (PGF) combines academic research, education and training, and professional work with progressive, on-the-job training and mentoring from an illustrious group of professors and researchers.

The purpose of the fellowship is to: Enhance skills in conducting in-depth, methodological research on a variety of global health topics with mentoring from faculty and researchers who are the leading minds in their fields.  Advance knowledge of quantitative analytical methodologies and their application to global health.  Develop understanding of the current global health landscape and its challenges.  Strengthen the ability to design and implement research projects and mentor junior researchers.  Prepare fellows for future positions in academia, national health agencies, international organizations, and foundations.

The Institute for Health Metrics and Evaluation is a new organization at the University of Washington. Its mission is to monitor global health conditions and health systems as well as to evaluate interventions, initiatives, and reforms. It uses cutting-edge techniques to tackle some of the most difficult and critical questions in global health and find answers that will become the foundation for better policies and, ultimately, better health.

IHME fellows work in one or two of six IHME focus areas: Generating systematic estimates of health outcomes, including mortality, causes of death, and the overall burden of disease.  Measuring the coverage of specific health interventions and  estimating the quality of care.  Tracking, measuring, and analyzing donated funding for health and how it affects national government health spending.  Estimating the costs and effectiveness of health service delivery platforms and interventions.  Conducting impact evaluations of policies, interventions, and  programs and assessing health system performance.  Developing survey instruments and creating analytical tools to harness the value of data from national and international health information systems and from locally available sources.

Fellows receive training through on-the-job research, methods workshops, access to University of Washington courses, and on-site lectures and seminars.  Fellows contribute directly to IHME's research agenda through their involvement in work groups, development of new methods, and managing and driving research projects to meet deliverables.  Post-Graduate Fellowships are appointed at IHME for one year, with the possibility of renewal for a second year upon mutual agreement. The salary is $50,000. As University of Washington employees, fellows are eligible for an insurance benefits package that includes a choice among several medical and dental insurance plans, life insurance, and long-term disability. Please note that there is no retirement package included with this appointment.

QUALIFICATIONS: To be considered for a Post-Graduate Fellowship, candidates must have the following: A Ph.D. or MD.  A strong quantitative background.  Advanced research experience, especially with data analysis and statistical methods.

The Neuroepidemiology Section, under the direction of Lenore J. Launer, PhD, of the Laboratory of Epidemiology, Demography and Biometry [LEDB], National Institute on Aging conducts epidemiologic research on brain aging and neurologic diseases in aging. Focus is on identifying the interaction between genetic and environmental markers of vascular health, inflammation, cellular nutrition, and oxidation as they relate to brain aging traits; identifying brain aging traits (using bio-imaging, molecular markers and clinical measures) that cluster within and across biologic systems such as the vascular, retinal, auditory, metabolic systems, exploring the role of earlier-life experiences in shaping the trajectory of brain aging, and identifying and testing prevention interventions to reduce the risk for pathologic brain aging. Population-based studies of the LEDB are based on large samples with state-of-the-art measures of risk factors and disease.
 
Position Description: Performs moderately complex data analytical work. Work involves assisting in the analysis of clinical and epidemiological investigations and participating in general data management. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Analyzes epidemiological data through the use of statistical measures. May be involved in study coordination. Reports directly to the Principal Investigator but must be able to work independently.
 
Qualifications: Suitable candidates for this position should have a Bachelors and MPH or a Masters Degree with strong analytical skills. Candidates must be trained/completed coursework in the use of statistical models such as multivariate linear and logistic regression. Proficiency with SAS and/or STATA is preferred.

Senior Associate in Research & Capacity Building

Summary

Community Science is recruiting for a Senior Associate with expert level
knowledge, skills, and experience in: 1) systems and community change to
promote healthy communities, youth, and families in order to address
social problems such as health inequities, health promotion, prevention
(substance abuse, violence, HIV, and crime), and 2) community
organization and development, community capacity building, or community
building.

 

Responsibilities

A Senior Associate's primary responsibilities are to develop and market
projects, manage projects, conduct research and evaluation and provide
technical assistance.  Persons in this position will direct national and
local projects using evaluation, technical assistance, knowledge
management, and other capacity building methods, as well as conduct
research and development projects.  Senior Associates are expected to
develop and support their own practice (projects) and to work on other

THE GLOBAL HEALTHCARE PRACTICE
The Firm serves multiple industries and is organized around industry-specific Practices. Since 2000, our Global Healthcare Practice, which consists of 70 partners, 200 clinicians and over 500 consulting staff, has undertaken over 4,200 healthcare studies. The Healthcare Payor and Provider practice (HPP) creates new solutions to challenges facing health care organizations. PURPOSE OF POSITION

Detailed Description: Successful candidates will achieve significant impact by applying their understanding of healthcare and health data to modeling, providing expert data analysis support in areas such as operational efficiency, productivity and system quality to McKinsey client service teams. Your specific contributions will vary depending on your skills and experience, but could include:

 Client service/ Client development
- Work as an integral member of Client Service Teams to inform and guide data collection, develop quantitative analysis using existing data and give oral and written presentation of findings
- Lead efforts to develop health-specific diagnostic tools (database, framework, analytical data metrics) that shall be piloted, refined, stored and disseminated, including new delivery approaches and service models
- Build, maintain, and leverage a network of relationships with external healthcare data modeling experts in order to provide teams with industry/functional-specific trend expertise
- Assist leaders in proactively identifying new client situations and topics where the Practice can deliver substantial, lasting value through analytical service offerings

 Knowledge building/ Knowledge transfer
- Undertake independent analysis and modeling of healthcare statistics and trends, and producing internal documents and tools

KNOWLEDGE AND SKILLS REQUIRED
General Qualifications:
The Senior Biostatistician/Epidemiologist/Health Economist serves as the point person for many core Practice activities and therefore must demonstrate excellent strategic capabilities, a strong sense of entrepreneurship, and an ability to engage effectively with consultants. Therefore, strong interpersonal skills and the ability to develop networks are of high importance. The successful candidate will also already have many of the problem-solving and analytical skills that make our work insightful. Background/Education:

• You will demonstrate solid skills in statistical and data analysis, sound business insight, impressive and relevant career development and a strong academic record
• Strong academic record to PhD level is required, with a Masters in Biostatistics, Applied Epidemiology, Health Informatics or a similar degree in analysis of health-related data. MBA, MPH or Masters in Health Policy is desirable

COMPENSATION/RELOCATION
We offer a competitive starting salary, and experts qualify for a discretionary performance-based bonus, which last year ranged up to 20% of base salary. Program Associate – Public Health Informatics 
The National Association of County and City Health Officials (NACCHO), a national organization representing approximately 3,000 local health departments (LHDs) nationwide, has an immediate opening for a Program Associate for Public Health Informatics. This position is funded through the Public Health Informatics Institute and the Centers for Disease Control and Prevention (CDC) and will focus on efforts such as the National Public Health Information Network, Health Information Technology initiatives, CDC’s Public Health Information Network and BioSense.  
GENERAL RESPONSIBILITIES 
This Program Associate position is a member of the Public Health Infrastructure and Systems primary work team. The Program Associate supports and advances NACCHO’s strategic plan and contributes to the ongoing activities of the organization.  General responsibilities include providing research assistance; participating in project planning and coordination; project promotion; providing logistical support to and assistance in planning workshops, meetings, and other education events; and other duties as assigned.  The Program Associate supports and advances NACCHO’s strategic plan and contributes to the ongoing activities of the organization.
NATURE OF WORK
 
This is a full-time (100%) professional position requiring strong analytical, interpersonal, and writing skills.  The work involves partnerships with fellow staff, participation in associated professional organizations and groups, and collaboration with NACCHO member local health departments.  The work also requires the exercise of discretion and independent judgment.
SPECIFIC EXAMPLES OF TYPE OF WORK:
 
Project Planning, Coordination, and Evaluation
  • Represents NACCHO’s Public Health Informatics projects at local and national conferences.
  • Coordinates and prepares written summaries of project meetings, including advisory group meetings, conference calls, and site visits.
  • Serves as lead staff for specific programmatic activities, when designated by supervisor.
  • Provides input on project proposals, periodic reports to funding agencies, and other documents related to the project.
 
Project Promotion
  • Develops PowerPoint presentations, brochures, or other marketing materials for use during project-related events and activities.
  • Responds to project inquiries from LHDs nationwide.
  • Identifies opportunities for marketing the project and assists in implementing promotional activities including maintenance of project list services and e-newsletters.
  • Updates and maintains key areas of the project portion of the Website.
  • Assists in drafting and editing relevant reports, fact sheets, and articles for publication in NACCHO Exchange and Public Health Dispatch.
 
Research
  • Conducts Web-based (Internet) research on relevant local Public Health Informatics/HIT issues.
  • Researches and identifies relevant tools, resources, and best/model practices related to informatics training and workforce development.
  • Compiles findings from research efforts (i.e., review sites or surveys), and assists with writing and/or revising case studies, issue briefs and other materials based on the research findings.
  • Assists in the development, assembly and distribution of related educational materials and tools for distribution to members and partners.
 
Other
  • Represents NACCHO at meetings, as needed.
  • Develops and/or maintains project-related databases.
  • Assists with conference planning and implementation.
  • Participates actively on assigned teams.
  • Performs administrative support tasks, and other duties as assigned.

Employment Standards
 
Education and Experience
Bachelor's degree in relevant professional field with a minimum of two years experience in a local public health setting. Master’s Degree in Public Health (MPH) or closely-related field preferred.
Knowledge
  • Demonstrated interest in Public Health Informatics/HIT issues
  • Knowledge of public health informatics/HIT issues at the local, state and/or national level
  • Knowledge of office practices, procedures and equipment
  • Preferred:  Experience working in an association environment or local health department
