DUTIES:(The duties described reflect the full performance level of this position) The Incumbent is responsible for the processing of seized assests throughout the disposition and official file closure, including performing completed research and analysis to determine the full scope of the forfeiture and related issues, such as asset sharing with other Federal, State and Local, and foreign government law enforcement agencies and adoptive seizures. Serves field divisions having the most active and complex asset seizure and forfeiture cases which involve diverse and complex technical issues. Prepares reports, exhibits, memoranda, and/or statistical analysis to be used in litigating cases, answering legal questions, or making legal determinations. Prepares, analyzes, and processes legal documents. Provides training to various personnel, including state and local law enforcement officers on the asset forfeiture process.
KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades) Ability to communicate effectively other than in writing. Ability to meet and deal with others. Ability to communicate in writing. Ability to perform in-depth legal research. Ability to apply basic analytical methods to various aspects of assigned program or project areas. MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Grade 09: Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which demonstrates work performed under the direction of an attorney or team lead that includes legal research; verifying legal citations; reviewing and compiling documents; analyzing and summarizing legal documents and information; and preparing legal memoranda and documents.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B. or J.D. degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Grade 11: Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to the GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
