Background:    
 
AIDSTAR-One is a global United States Agency for International Development (USAID) contract, awarded in 2008 to John Snow, Inc. and partner organizations: BroadReach Healthcare (BRHC); EnCompass LLC; GMMB Inc.; International Center for Research on Women (ICRW); MAP International (MAP); mothers2mothers (m2m); Social & Scientific Systems, Inc. (SSS); the University of Alabama at Birmingham (UAB); The White Ribbon Alliance for Safe Motherhood (WRA); and World Education, Inc. (WEI).
 
The Project's focus is to provide high quality technical assistance services to the Office of HIV/AIDS and USG country teams in PEPFAR non-focus countries. Specifically, AIDSTAR-One will:
  • Synthesize, expand and disseminate a knowledge base of effective program approaches to prevent, provide care for and treat HIV/AIDS;
  • Provide short- and long-term technical assistance to support the implementation of USG-funded HIV/AIDS programs and activities;
  • Increase utilization of good and promising practices in HIV prevention, care and treatment among program implementers;
  • Improve the quality and sustainability of HIV prevention, care and treatment programs.
Description
 
As part of the AIDSTAR-One Counseling and Testing (CT) Team, the Consultant will provide support toward various deliverables delineated in the 2010 workplan.  The Consultant will work with the CT advisor to identify good and promising programmatic practices (G3Ps). S/he will be required to develop and revise technical reports as needed, and contribute to revising deliverables for the AIDSTAR-One website. The Consultant will work with the CT advisor to identify additional consultants to complete 2010 outputs, and work closely with those identified to manage completion of deliverables.
 
Responsibilities
 
Specifically, the Consultant will work in close collaboration with the CT Advisor, relevant team members and other identified consultants to:
  1. Contribute to the development and editing process of CT outputs, meeting reports, and website content.
  2. Edit and revise the Provider-Initiated Testing and Counseling (PITC) policy scan.
  3. Edit and revise web-based deliverables for posting on AIDSTAR-One website.
  4. Identify good and promising programmatic practices (G3Ps). The Consultant will complete G3P nominations, including conducting desk research to identify and investigate potential programs, key informant interviews with program implementers, obtaining key programmatic documents, and working closely with the CT Technical Working Group (TWG) and Knowledge Management (KM) teams, coordinating review and finalizing submission of G3Ps to the AIDSTAR-One database.
  5. Identify health economists and other potential CT consultants to complete 2010 deliverables. This includes gathering names of technical experts, corresponding with experts, obtaining curriculum vitas and work samples, and compiling a running list of potential consultants that includes their area of expertise, skill set, and availability.
  6. Assist in coordinating CT conferences and events described in the 2010 workplan.
  7. Conduct and compile literature reviews as needed.
 
The consultant’s work will also support other key activities of AIDSTAR-One’s Counseling and Testing Team, including the following:
  1. Periodic review of AIDSTAR-One website, and update links between CT web content and other areas of content.  
  2. Upon request, represent AIDSTAR-One and its CT activities in select professional forums and meetings with clients and stakeholders.
  3. Work with the Knowledge Management team on format, style and presentation of all deliverables.
 
Qualifications
 
The Consultant must demonstrate the following:
 
·        Knowledge of and interest in HIV and public health in developing countries.
·        Strong communication skills
·        Excellent writing and editing skills
·        Excellent organizational and research skills.
·        Ability to manage multiple tasks simultaneously.
·        Knowledge and experience with event planning.
·        Ability to work independently and take initiative on projects and deliverables with limited supervision.
·        Ability to manage deliverables and outputs assigned to consultants with limited supervision.
·        A Masters Degree in Public Health or relevant field, or MPH candidate or candidate for Masters Degree in relevant field.
·        Fluency in other languages (especially French and/or Spanish) highly preferred.
·        Consultant will be able to work remotely but must be available to meet with CT advisor at offices in Rosslyn, Virginia as needed
