Who We Are

The Project on Scientific Knowledge and Public Policy (SKAPP), affiliated with the Department of Environmental and Occupational Health, engages scholars and scientists in the examination of how scientific evidence is applied in legal and regulatory arenas. We are committed to a future of transparent decisionmaking that draws on the best available science to protect public health. Our objectives are:

  • To enhance the scientific community's understanding of how science is used (or misused) in government decisionmaking and in legal proceedings; and
  • To inform decisionmakers about the nature of scientific inquiry and opinion.

What We Do

SKAPP has developed the www.DefendingScience.org website to promote exchanges on key scientific issues facing policymakers. The site encourages debate about the growing divide between legitimate scientific exploration and practice, and the misrepresentation of scientific methods and findings to advance the positions of special interests. Website resources include case studies, analyses of relevant court decisions, discussions of the federal government's use of science in decisionmaking, links to publications, and more.

In 2004, SKAPP launched a research grant program to encourage rigorous empirical inquiry into the use and impacts of the Daubert trilogy, three Supreme Court rulings that address the admissibility of expert testimony, including information presented in court by scientists.
