Kristin Younger, JD, MPH

Kristin Younger is an Assistant Research Professor in the Department of Health Policy.

An expert in Medicaid managed care, Professor Younger has conducted national reviews of state Medicaid contracts and current pay-for-performance and quality improvement initiatives among state Medicaid programs and private insurance companies. Her research has also focused on mental health parity, federal preemption of state vaccine laws and the right of residents in long-term care facilities to refuse vaccinations.

Since joining the Department of Health Policy in 2006, Professor Younger has been active on several departmental committees. In earlier professional activities, she was a law clerk at Georgetown University Hospital, researching laws related to telemedicine, interstate licensing issues, the privacy regulations of HIPAA, and the Emergency Medical Treatment and Active Labor Act. She has also been a patient advocate at Washington Hospital Center and an intern at the Twenty-First Century Group, a Capitol Hill lobbying firm.

In 2006, Professor Younger won the Award for Excellence in the Study of Health Law from the American Bar Association.

Research

Professor Younger's research interests include the history and development of health insurance and managed care, women's and perinatal health, children with special health care needs, and the provision of health care in rural areas.

Community Service

Professor Younger has been a volunteer with the D.C. Prisoners' Legal Services Project, interviewing incarcerated women to determine the status of their health care.
