Joel Teitelbaum, JD, LLMProfessor Teitelbaum is an Associate Professor and Vice Chair of the Department of Health Policy. He also serves as Managing Director of the School's Hirsh Health Law and Policy Program.
Whether he is teaching, developing new courses, enriching the research literature or advising community organizations, Professor Teitelbaum displays a strong commitment to historically disenfranchised populations. Many of his publications focus on civil rights issues in health care, managed care and behavioral health care quality, and include legal analyses of racial disparities, patients' rights and the implications of legal decisions for publicly funded health services. An expert on health law and policy, he is the lead author of Essentials of Health Policy and Law, an introductory textbook published in 2007. As Vice Chair of the Department of Health Policy, Professor Teitelbaum is responsible for the Department's day-to-day academic operations. As Managing Director of the Hirsh Health Law and Policy Program, he oversees a program designed to foster an interdisciplinary approach to the study of health-related law and policy issues through educational and research opportunities, which are available to law students, health professions students and practicing lawyers. Among his many service activities at the School and the Medical Center, Professor Teitelbaum served as Chair of the Medical Center Faculty Senate’s Executive Committee; Chair of the School Curriculum Committee that developed a new curriculum for the School's MPH degree; and Co-Chair of the committee that created and implemented the University’s undergraduate Bachelor of Science degree in public health. Professor Teitelbaum is a member of Delta Omega, the national honor society recognizing excellence in the field of public health. As co-recipient of The Robert Wood Johnson Foundation Investigator Award in Health Policy Research, he explored the opportunity to apply Title VI of the 1964 Civil Rights Act to the modern health care system. Community ServiceProfessor Teitelbaum's track record of engagement with the community includes service on the Board of Directors of the Center for the Study of Race and Bioethics at the DePaul University College of Law and on the Council of Advisors for Physician-Parent Caregivers, Inc., which focuses on the quality of health care for children with chronic conditions. He is also a faculty advisor to Project HEALTH D.C., part of a national student organization that works to reduce barriers to health among low-income children.
