During her 30–year career in health policy, Professor Wilhelmine Miller's diverse activities have had a common thread – extending the reach of health care services and coverage to underserved Americans, and increasing the participation of affected communities in public policy. She has also explored the ethical and political implications of health–related inequalities and sought to reform the process of shaping public policy, especially where the allocation of limited resources is involved. In the classroom, Professor Miller often adds a philosophical and ethical dimension to the practical public health and health policy issues under discussion.

Prior to joining SPHHS in 2006, Professor Miller was a senior program officer at the Institute of Medicine (IOM). Among other projects there, she directed a study to advise federal agencies on the appropriate use of cost–effectiveness analysis to evaluate the health benefits of environmental, health and safety regulations. Professor Miller also co–directed the IOM Committee on the Consequences of Uninsurance, a four–year study funded by the Robert Wood Johnson Foundation. In the mid–1990s, as a consultant to the President's Advisory Committee on Human Radiation Experiments, she surveyed the protections offered by federal agencies to participants in biomedical and behavioral research.

Research

Dr. Miller's research focuses on the policies and practices of allocating resources for health care and policy interventions to reduce social inequalities in health. In particular, she is interested in health care coverage policy and uninsurance; citizen engagement in policy decisions; public health ethics, and distributive justice in health care.

Community Service

Professor Miller served on the DC Department of Health's Health Advisory Panel on Health Care Coverage (2004-06). She is currently a member of the IOM Committee on Reviewing Evidence to Identify Highly Effective Clinical Services.
