Anne Rossier Markus is an Assistant Dean for Academic Affairs and Associate Research Professor of Health Policy.

Anne Markus, JD, PhD, MHS

The overarching theme of social justice weaves through Professor Markus's work. An expert on the financing and organization of health care and on access to care, she is particularly focused on how the health system addresses the needs of women, minorities and children, including those of low-income and with special needs. Dr. Markus brings her combined knowledge of public policy, health policy and law both to the classroom, where she teaches maternal and child health policy and comparative health systems, and to her substantial research portfolio.

Prior to coming to the School in 2002, Dr. Markus researched and analyzed state and national health care reform efforts for the Intergovernmental Health Policy Project and the Washington Business Group of Health. She was also chief writer for a quarterly newsletter, "Health Policy & Child Health," and organized the "Packard Roundtable for Children," a network of pediatric experts that met biannually in the late 1990s to discuss maternal and child health. Dr. Markus divides her time between the U.S. and Switzerland, where she has citizenship.

Research

Dr. Markus's current research includes examining the implementation of the State Children's Health Insurance Program (SCHIP); analyzing state Medicaid and SCHIP managed care policies as they relate to children with special health care needs; assessing state Medicaid and SCHIP coverage and payment policies for preventive and developmental services for young children; compiling data on children's health in Delaware, with a special focus on childhood obesity; evaluating the quality of care provided at community health centers that have become "centers of excellence"; and educating federal policymakers and their staff on Medicaid and SCHIP within the context of current Administration proposals to restructure Medicaid.

Dr. Markus is also interested in the intersection of law and health care, and her grasp of health care financing and the organization of health system reform have enriched her work in the areas of health rationing, comparative health care systems and national and international public health.

Community Service

Professor Markus serves as a grant reviewer for the Division of Research, Training and Education in HRSA's Maternal and Child Health Bureau and has been a peer review for the Journal of Ambulatory Pediatrics and the Journal of Health Care for the Poor and Underserved.
