Julia Hidalgo, ScD, MSW, MPH
Julia Hidalgo is a Research Professor in the Department of Health Policy.
Professor Hidalgo brings rigor, innovation and experience to her many research endeavors and consultancies, which include helping to prepare HIV care providers to operate in a managed care environment and working with federal and state governments on the organizing and financing of HIV care. She currently has research contracts from the National Institutes of Health and the Office of Women's Health at the Department of Health and Human Services, among others.
Dr. Hidalgo came to GW as a senior research scientist in 1997, after serving for almost a decade as Director of the Center for AIDS Services, Planning and Development in the Maryland Department of Health and Mental Hygiene. As director of the Department of Health Policy's DrPH Program, she works closely with mid-career health policy professionals to help them gain the advanced skills required to address the challenges of the U.S. health care system. She is also chief executive officer of Positive Outcomes, Inc., a minority, veteran-owned consultant firm whose clients include government agencies, foundations, health care provider organizations, managed care plans and advocacy groups.

Research
Dr. Hidalgo's main research interests include: the use of large, administrative multi-source databases to address policy-relevant research questions (for example, using insurance claims files to conduct population-based studies); development of integrated delivery systems; reengineering health care financing and delivery in an era of diminished resources; identifying racial/ethnic disparities and developing strategies to address them; and HIV financing, policy development and program evaluation.
Community Service
Professor Hidalgo serves as a consultant to funders, policymakers, front-line health care workers and other key stakeholders throughout the United States to organize, finance and evaluate their efforts to meet the needs of medically indigent and other special-needs populations.
