Charlotte Collins, JDCharlotte W. Collins is an Associate Professor in both the Department of Health Policy and the Department of Health Services Management and Leadership.
Charlotte Collins is the type of person who commits to becoming proficient in at least one new skill each year - Tai Chi and meditation among them - and who generally achieves her goal. But her commitment to personal growth only enriches her commitment to improving access to quality health care and housing for the poor and underserved, which has been the focus of her career. After early stints with Memphis Area Legal Services, where she practiced housing law, and as Project Director of the D.C. Street Law Project, an educational project of Georgetown University Law Center, Professor Collins served for a decade as chief legal counsel and senior vice president of the Regional Medical Center in Memphis. In that capacity, she helped lead coalition efforts that resulted in new state regulations against patient dumping, the establishment of a statewide trauma care system and expanded Medicaid coverage. A GW faculty member since 2002, Professor Collins is very involved with promoting workforce diversity and cultural competence. She has developed specialty studies in minority health policy and served as faculty advisor for both the summer enrichment program of the Institute for Diversity in Health Care Management and the minority management development program of America's Health Insurance Plans, which promotes ethnically underrepresented professionals in the field. In 1995, Professor Collins traveled to South Africa to accept the Nelson Mandela Award for Health and Human Rights, an honor sponsored by the Henry J. Kaiser Family Foundation. She was also selected by the Health Services Management and Leadership Alumni Association to deliver its first-ever Distinguished Faculty Lecture. Community ServiceProfessor Collins recently completed a four-year term on the National Allergies and Infectious Diseases Advisory Council, to which she was appointed in 2000 by Donna Shalala, then Secretary of the Department of Health and Human Services. She also recently finished six years on the Commonwealth Fund's Task Force on the Future of Health Insurance. Professor Collins chairs the Public Policy Committee of the National Association of Health Services Executives and serves on the Board of the HSC Pediatric Center in Washington, DC.
