Phyllis Borzi, JD, MA

From her earliest job as a high school English teacher to the 16 years she spent as counsel to the House subcommittee on Labor-Management Relations, Professor Borzi's career has focused on issues that directly impact the lives of others. She helped write federal legislation that enabled workers to maintain their health insurance when they lost or changed jobs, and that protected the pensions of spouses whose partners died before reaching retirement age. On the Hill, and as a member of First Lady Hillary Clinton's Presidential Task Force on Health Care Reform, Professor Borzi has been especially interested in improving access to health care coverage.

Professor Borzi joined the School's faculty in 1994, after Congress changed hands and her staff job was eliminated. "In an academic research setting, I saw a way to marry public policy and teaching, two things that are of utmost importance to me," she says. "I continue to work on high-level policy issues that are important to everyday Americans while helping to train the next generation of public health professionals to work on the frontlines." Professor Borzi is involved in developing a graduate-level certificate in health care corporate compliance at the School, which combines distance learning and two intensive on-campus residencies. She also continues to practice law, working of counsel to the Washington law firm O'Donoghue & O'Donoghue, where she provides legal guidance on health, pension and other employer-sponsored benefits plans. In 2004, Professor Borzi won the HERO Award from the Women's Institute for a Secure Retirement for her efforts to assist low and middle-income women to prepare financially for retirement.

Research

In her early years at the School, Professor Borzi focused her research on the contours of the arrangements between the states and commercial managed care companies to cover Medicaid enrollees. More recently, she has concentrated on access to health insurance, developing proposals to broaden coverage for children and for home health care workers, and on the legal issues surrounding the use of personal health information and electronic medical records.

Community Service

Professor Borzi is a member of the Board of Trustees for the Women's Institute for a Secure Retirement and is currently President of the American College of Employee Benefits Counsel, where she is also a charter fellow and serves on the Board of Governors. She works actively with a number of other professional associations and is often asked to provide technical assistance to Congressional committees and federal agencies on employer-sponsored benefit plans.
