E. Blaine Parrish, PhD

Blaine Parrish is Program Manager at the Forum for Collaborative HIV Research (FCHR). Before joining the FCHR in 2002, he served as a public health analyst with the HIV/AIDS Bureau at the Health Resources Services Administration under the U.S. Department of Health and Human Services. His service included providing direct support to community organizations seeking planning guidance for development, enhancement and/or expansion of HIV primary medical services. Prior to his Federal service, Mr. Parrish served as executive director of AIDS Resources of Rural Texas — the largest rural-based AIDS Service Organization in the U.S.

Mr. Parrish provides additional volunteer support within the HIV/AIDS community through service as a member of the national advisory committee of the Rural Center for AIDS/STD Prevention, a joint project of Indiana University, Purdue University, and Texas A&M University. He also served as chair of the HIV Service Delivery Agency Council in Fort Worth Texas, a member of the Regional Advisory Consortia of the Texas Commission on Alcohol and Drug Abuse, a member of the HIV Print Materials Review Panel for the Texas Department of Health, and as a member of various other boards and committees. Mr. Parrish has participated as a speaker at numerous conferences including the HRSA Planning Grantee Orientation Meeting, the Annual National Conference on HIV Prevention in Rural Communities, the Texas Department of Health Prevention Counseling-Partner Elicitation Summit, the Texas Department of Health HIV/STD Annual Conference, and the HRSA Ryan White Title III Planning Grant Pre-Application Workshop.

Mr. Parrish holds a Bachelor of Arts degree in Education from the University of Central Oklahoma, a Masters of Arts in Humanities from the University of Texas at Arlington, and currently is a student in the Organization and Management doctoral program in the School of Business at Capella University.
