"C.  LCHP Recipients
All Plans and Materials must be prior approved by the Department.
1.  Recipient/Enrollment
  The Contractor must develop and implement a plan to: ...
  b.  Select MA eligible recipients to be enrolled in LCHP from the Client Information System (CIS) update which will be furnished daily by the Department.

  The Department notifies recipients of enrollment in the LCHP.  Recipients are notified that they have 30 days to make a PCCM selection."  Pennsylvania Program Standards, Rider 2.
