Title XXI (KidsCare): Eligibility for KidsCare benefits requires that the applicant/member not be enrolled with or entitled to any other health insurance benefits. If the contractor becomes aware of any such potential coverage, the Contractor shall notify AHCCCSA immediately. The Contractor shall follow the same cost avoidance and postpayment recovery practices for the KidsCare population as it does for the Title XIX population, and shall maintain a reporting system which allows Title XIX and KidsCare information to be reported separately." "2.2 Describe the current State efforts to provide or obtain creditable health coverage for uncovered children by addressing: (Section 2102(a)(2))

2.2.1 The steps the State is currently taking to identify and enroll all uncovered children who are eligible to participate in public health insurance programs (i.e. Medicaid and state-only child health insurance): ...

The WIC program also participates with the State and the MCOs to identify children in the WIC program who may also be eligible for Medicaid." Delaware RFP, Appendix A (SCHIP), pages A.4-A.5.

"5.2 Coordination of the administration of this program with other public and private health insurance programs:
- State will coordinate with Medicaid program by having staff who will process both SCHIP and Medicaid applications. Eligibility will be determined by a common form and common computer eligibility system.
- MMIS TPL procedures will be extended to SCHIP children to identify children who may have private insurance coverage and are not eligible for SCHIP. TPL staff will verify coverage and SCHIP will be terminated.
- Managed Care Organizations in which SCHIP children are enrolled, will also perform TPL processing to identify children with other private health insurance.
- State plans to search out other states initiatives that have been successful in coordinating benefits with other health insurance programs and replicate those in Delaware if feasible." Delaware RFP, Appendix A (SCHIP), page A.16.
