substance abuse inpatient and acute residential treatment capacity for adults
and adolescents dually diagnosed with a mental health and a substance abuse
disorder. Identification, development or enhancements of existing inpatient
and acute residential treatment capacity shall be based on dual diagnosis
program performance specifications to be developed in collaboration with recognized
