Could anyone inform me if the library is available for exchange students from abroad like me?

I'm sorry, but a George Washington University ID card is required for entrance to Himmelfarb. I would suggest you try the West End Neighborhood Library, a DC public library that is only two blocks away. Here is the information: http://www.dclibrary.org/branches/wee/
