Biography
Jessica R. Herrera-Flanigan, a former federal prosecutor and senior Congressional staffer, is currently a Partner at the Monument Policy Group in Washington, D.C. Herrera-Flanigan has extensive experience in a wide range of fields, including homeland security, law enforcement, Internet, counterterrorism, telecommunications, media, intellectual property, energy, and procurement.
Before joining Monument Policy in 2008, Jessica was one of the highest-ranking Latina staffers on Capitol Hill, serving as the Staff Director and General Counsel for the House Committee on Homeland Security, where she directed, supervised and managed the legislative, policy and oversight activities of the Committee’s staff.
Before joining the Committee, Jessica served in the Executive Branch as Senior Counsel at the Computer Crime & Intellectual Property Section, Criminal Division, of the U.S. Department of Justice, where she led a team of prosecutors who specialized in cybercrime. She was one of the government’s leading experts on critical infrastructure protection, CFIUS, and electronic evidence gathering. She also
served as vice-chair on the U.S. Delegation to the Organization for Economic Cooperation and Development Experts Group on international information
security. Jessica also represented the United States on security and privacy issues at Asia-Pacific Economic Cooperation and the Organization of American States.
Prior to her government service, Jessica worked at Crowell & Moring LLP in
Washington, D.C., where she practiced communications, intellectual property and energy law. Jessica also has served as a Special Assistant U.S. Attorney working on fraud and public corruption cases in the U.S. Attorney’s Office in Washington, D.C. She has taught courses on cybercrime, information security, and criminal law as an adjunct professor at the Washington College of Law at American University and at the American Military University.
Jessica is a Term Member of the Council on Foreign Relations. She is a Past President of the Hispanic Bar Association of D.C. and a Regional President for the Hispanic National Bar Association. She has been named one of the 100 Most Influential Hispanics in the U.S. three times by Hispanic Business magazine. She is an Advisory Board Member of the ABA Standing Committee on Law & National Security and Co-Chair of the Special Committee on Homeland Security for the ABA Science & Technology Section. She currently is serving on the Advisory Board of the Homeland Security and Defense Business Council. In addition, she recently served on the CSIS Commission on Cyber Security for the 44th Presidency and on the Center for National Policy’s Military Transformation Series (MTS) Advisory Group.
Jessica is a native of Port Arthur, Texas. She received her B.A. in American Studies from Yale University and her J.D. from Harvard Law School.
