Biography
Beginning October 2009, Jan Lane assumed the position of Associate Vice President, Government Relations & Policy Analysis at CARE. From 2006 to February 2009, Ms. Lane served as Deputy Director of the Homeland Security Policy Institute (HSPI), a nonpartisan “think and do tank” building bridges between theory and practice. She helped lead the Institute’s major policy initiatives in the areas of global counter terrorism; radicalization; the evolution of homeland security as a discipline; and preparedness issues. From February to October 2009, she continued to provide valuable assistance to the Institute in her role as Policy Advisor.
While at HSPI, Ms. Lane co-authored several reports, including: NETworked Radicalization: A Counter Strategy, May, 2007; Out of the Shadows: Getting Ahead of Prison Radicalization, September, 2006; Regionalizing Homeland Security: Unifying National Preparedness and Response, June 2006; and testimonies before the United States Senate, the House of Representatives, and the U.S. Commission on the National Guard and Reserves.
Ms. Lane serves as a member of the HLS 3.0 Task Force convened by the Center for Strategic and International Studies and The Heritage Foundation. She served as a subject matter expert for the Homeland Security Advisory Council, Report of the Future of Terrorism Task Force, January 2007, and as a member of the University of Pittsburgh Medical Center, Center for Biosecurity Working Group on Community Engagement in Emergency Public Health Planning (Community Engagement: Leadership Tool for Catastrophic Health Events, November, 2007). In collaboration with The Heritage Foundation, she has co-authored: ‘Empowering America: A Proposal for Enhancing Regional Preparedness”, April, 2006, and “Stopping Surprise Attacks: Thinking Smarter About Homeland Security”, April 23, 2007 Backgrounder.
From 1990 through 2005, Ms. Lane served as government relations lead for the American Red Cross during some of the organization’s most challenging times, including the response to September 11 th; the 2005 Tsunami; Hurricanes Katrina and Rita; and the interaction with FDA and Congress regarding blood safety issues. She was Vice President of Public Policy and Strategic Partnerships (Government Relations: 1997–2005); and Government Relations Officer for Biomedical Services (1994- 1997). During her tenure she led efforts to secure over $100M in federal funding to support the organization’s programs. She worked to foster close collaboration with the White House, the Department of Homeland Security and the Department of Health and Human Services. Prior to coming to National Headquarters, Ms. Lane was Director of State Relations in Illinois, one of the organization’s first advocacy programs at the state level.
Ms. Lane also served in the administration of Pennsylvania Governor Richard Thornburgh; Office of Majority Leader of the Pennsylvania Senate; and worked with the District Office of Congressman Bob Michel (R-IL).
