Biography
Mr. Finan will join the Department of Homeland Security's Office of Legislative Affairs as Senior Advisor for Intelligence, Analysis, and Operations. Prior to this, he served as Staff Director and Counsel to the U.S. House of Representatives Committee on Homeland Security, Subcommittee on Intelligence, Information Sharing & Terrorism Risk Assessment, which has oversight over the information sharing operations of the Department of Homeland Security. In this capacity, he was responsible for the development of legislative, oversight, and policy initiatives with an emphasis on homeland security, information sharing, and privacy and civil liberties. Mr. Finan previously served as an Assistant General Counsel with the Federal Bureau of Investigation, where he specialized in civil litigation matters with a national security focus. He also previously worked as an associate with the law firm of Hunton & Williams in the areas of telecommunications and commercial litigation. Mr. Finan has a BA from the University of Virginia, where he was an Echols Scholar and a member of the Raven Society, and a JD from the University of Minnesota School of Law.
